Test - Docket sheets flag and reminder

If someone says "I don't have this information" and "I want to continue anyways" for docket sheets, we should create a flag to store the fact that they chose those options. We should remind them at the end of that section (@knod knows exactly where) "are you sure you want to continue without your docket sheets?"

Locate the docket-sheets section and trace how the answers “I don't have this information” and “I want to continue anyways” are handled. Implement the requested stored flag and the end-of-section reminder using the wording in the issue; done means both choices are recorded and the confirmation appears at that point.
