Description
This stems from a discussion on the Google doc of v10 of the form. We have language saying that federal agencies and police can see records. Judges can see records, but it is more complicated. As a stretch goal, we should try to educate people about the extent of judges seeing records.

(Question: can some people see the partial criminal record? Answer: No. Judges don’t see your record exists until/unless they find you guilty of something.)

1. Do judges belong in the group above? So it becomes "Employers who do federal background checks, judges, the police, and some others"
1. Well, as described, judges is more complicated since they only see it after conviction. That's part of why we decided to be more general about who could see it. Do you want to add this piece of detail as an issue on the repo to be addressed as a stretch goal for user education?
