Correct Duplicate Tests in docket_sheets_question.feature to Add Tests for "I don't know" Use Cases

The bottom three tests from the original file were duplicated accidentally. I have updated them with comments as to how the logic needs to be changed, but the changes are not yet implemented. This issue addresses implementing the new testing logic.

Open docket_sheets_question.feature and inspect the comments on its duplicated bottom three tests. Compare those tests with the original file to understand the intended “I don't know” use cases, then run the relevant feature tests; done means the accidental duplicates are replaced by the commented testing logic and the feature tests pass.
