Expungement and Sealing App: Design

# Goal
Generate mockups, designs, and style guide for the expungement and sealing apps.

## Background
- Current sealing app design is something Pauline has seen, but is comfortable with it. Probably change it after user feedback.
- Makes sense for both of them to look the same - work and look the same (less relearning)
- Framework is docassemble - extensively document - can probably google if it’s a thing
