Organize the stakeholders document so that it can serve as a resource to new members

## Goal
Organize and rename the Stakeholders Document to be a list of stakeholders, partners, and known contacts that new and old members can use to find resources. Also, add more information to each person so that it's clear what kind of things that person can help out with.

For example: Pauline is our expungement SME and can be consulted when there are questions on that topic.

**Do not include contact information such as email address or phone numbers in this document to protect each person's privacy**. That information will be stored in a separate area that is only accessible to senior or lead team members.
