Related to codeforboston/clean-slate-data#166 and codeforboston/clean-slate-data#165

## Goal
Create a document that contains contact information for Clean Slate's stakeholders/partners/resources. The idea is to have a shareable document and enough trusted people with keys so the information has a lower risk of being lost.

The reason for keeping the information more private is 1) avoid the information leaking out to the public and 2) require formal introduction between a contact, the person wishing to reach out, and someone the contact is familiar.

> Chris and Michelle know the password to the CfB email enough people around with keys in case some one leaves
