Incorporate some form of idea management

In order to better record and track incoming project pitches and ideas from both inside CfB and outside the organization, we should implement some form of idea management software. It should allow for form submission of ideas, upvoting, and specifying project requirements at a minimum. Here are some options we might consider:

Start by reviewing the proposed idea-management platforms in the issue and deciding which approach fits the project.
