Automatically toot about new checks

We have https://fediscience.org/@codecheck so we can use it.

https://cran.r-project.org/web/packages/rtoot/index.html should have the required features.

1. detect if a check is "new" by looking at the toot history - check the latest ten toots and if the check is not mentioned, then it needs tooting.
1. compile the toot, structure with emojis, to include the following information
- link to landing page
- GIF of certificate pages
- link to paper
- link to certificate
- paper title
- author name
- codechecker name
1. Have a data structure (YAML, JSON) of accounts and hashtags for the venues (e.g., GigaByte/-Science) and @-mention them and use the appropriate hash tags
