[Header] Implement buttons in header

We need to implement buttons in the header for Log in/Register.
The concrete case I have is that in (https://crestem.ong/ro) the Log in and Register buttons appear only in Evaluare ONG https://app.crestem.ong/ page. That is confusing to the user and can represent a major breaking point in the ability of the user to access the platform.
