[Footer] The disclaimer and reporting links display the key instead of the text

Follow-up to #702

**Describe the bug**
A clear and concise description of what the bug is.

**To Reproduce**
Steps to reproduce the behavior:
1. Go to any page in English
2. Scroll to the bottom banner
3. The text displays `Disclaimer | Report an issue`
4. Change the language to something else (Romanian surely reproduces)
5. Scroll to the bottom banner
6. The text displays `banner.disclaimer | banner.report_issue`

**Expected behavior**
The text should display `Notă | Raportează o problemă`
