[Admin/Offers] - Finish implementing the filters

Description
Admin user needs to filter the list of approved hosting places (issue #72 ).
Most important filters are shown right above the table:
- Tip cazare - multiple selection checkbox, values shown in "Tip" column in the table ("Tipul cazării" from a hosting place form)
- Nr de persoane - range from value to valueș value shown in "Capacitate" column in the table ("numar maxim de persoane" from a hosting place form)
- Tip proprietar - multiple selection checkbox: "Persoană fizică", "Persoană juridică"
More filter can be applied by clicking on the "Filtre" button. A popup will open with all the filters:
