[NGO Admin/ Beneficiary/ Intervention plan] Disable table add buttons when no value is configured for the respective category in the organization's nomenclature

**CONTEXT**
In order for specialists to be able to add services, benefits, or results (in individual intervention plans for each beneficiary), the elements have to be available (configured in the superadmin & added to the organisation by an NGO admin for services OR just configured in superadmin for benefits, results, insights on participation).

**PROBLEM**
Users should **not** be able to trigger an ADD flow for services, benefits, or results IF no elements are available to be added for the respective category.

**PROPOSED ENHANCEMENT**
IF list of elements in category (services/ benefits/ results) = null, THEN:
- Add (service/benefit/result) button should be disabled
- A tooltip should be displayed at hover for users to understand why the functionality is not available
