[General] Navigation concept modification

**Contex and problem**
The current navigation concept does not support a new section on User Manual #180, as well as having the Sunrise Community section at an institution level #204 / #205 (as opposed to its initial positioning on tenant level)

**Solution description**
- Adjust the navigation by including two menu elements in the top app bar (Sunrise community & User manual) which would open in a new tab (and new sections) with their own secondary navigation bar (on the left hand side)
- Remove the current Sunrise Community section from the case manager navigation
