[General] design the interface for the unlicensed organisations/users

**Need**
Due to the fact that some users can have access only to the Sunrise Community section, because they do not have licensed services (and thus cannot use the Case Manager), they need personalised view of the platform. The type of account is decided when it is created in Superadmin (see #507 )

**Solution**
This type of user will only have access to the Communitatea SUNRISE module (without the button Inapoi Acasa displayed in the sidebar navigation). They also will not have access to the user manual. After authentication, they are automatically directed to Comunitatea Sunrise / Retea Organizatii VD.
