[NGO Admin / Beneficiaries / Intervention plan] Move 17 variables from Fisa Sociala to new section/tab in Intervention Plan hompage - Participare serviciu social

Add a new section in the Intervention Plan with title **Participare serviciu social**. This section will host a set of variables which should be moved from Fisa Asistenta Sociala. Each participation domain (Comunicare, Socializare, Respectare regulament etc) is listed as a separate line in the table (this includes observations associated with the respective domain).

**Dataset & variables**
In this new section (Participare serviciu social):
- we will **move** all the variables FC_SOC_IC1 - FC_SOC_IC16 which are currently included in the Fisa Sociala section to this section, and in groups of two list them in the table (IC1+IC2 for Comunicare; IC3+IC4 for Socializare, etc).
- we will **add** another _field value_ for each of the single select variables (label: _Nu se aplică_)
- we will **eliminate** variable FC_SOC_IC17 from the dataset
- we will **include** _2 more variables_ to be listed as the last line in the table
