[NGO Admin / Nomenclator / Adauga serviciu] Improve usability of add service & interventions section

**CONTEXT/USER GOAL**
As an NGO admin, I want to add a service to the nomenclature of my organization. I select the type of service and I need to specify which interventions I would like to make available for my staff.

**PROBLEM**
User testing suggested significant issues in selecting the interventions in a service by NGO Admin, due to the controller visibility as well as existing labeling. Users did not (1) identify the checkboxes due to poor contrast (issue fixed) but also (2) did not identify that the selection (via checkbox) preceded the toggle (activate action) due to order of actions and missing labels for status toggle.

**PROPOSED ENHANCEMENTS**
We propose a few enhancements for the Add new service and Modify existing service screens, as follows:

**A. Screen _Add new service_ - Interventions table**
1. Remove status column for Add new service (only leave the checkbox column). All added services are automatically added as active. Users will have to modify the service to inactivate them.
2. Rename first column from _Selecție_ to _Inclus în nomenclator_
3. Rename second column from _Intervenții_ to _Intervenții serviciu_

**B. Screen _Modify service_ - Interventions table**
1. Rename first column from _Selecție_ to _Inclus în nomenclator_
2. Rename second column from _Intervenții_ to _Intervenții serviciu_
3. Rename third column from _Status_ to _Status activ**_
4. Add new note in footer under table, as follows: _** O intervenție cu status activ va fi disponibilă pentru a fi selectată de către utilizatori în planurile lor de intervenție. Prin deactivarea unei intervenții, aceasta nu va mai fi disponibilă pentru a fi adăugate la planuri, însă va rămâne afișată în planurile în care a fost deja folosită._
