[Super Admin/ Nomenclator/ Servicii] implement "Teme sau subiecte abordate în activități / ședințe de consiliere" section

**Description**

As a Super Admin, I need to be able to create and manage the themes available on the platform for each service. The themes I configure in the Super Admin interface will populate the selection list for NGO Admins in the Plan de interventie/Servicii/ Interventii/ Observații ședințe/ activități, "Teme/ subiecte abordate" field.

**Flows**

**Add themes**

1. Super Admin user navigates to the "Nomenclator" page, "Servicii" tab
2. User clicks on "Adauga serviciu" button
3. The system retrieves the "Adauga serviciu" page
4. The user fills in the information in the "Teme sau subiecte abordate în activități / ședințe de consiliere" table
5. The user clicks on "Salveaza modificarile" button
6. The system retrieves the "Servicii" page and displays the success message

**Business rules**

1. Themes are not mandatory
2. The "Teme sau subiecte abordate în activități / ședințe de consiliere" default table should have 1 raw displayed
3. When a new theme is added to a service, the default status of that result is Active
4. A theme that was used can not be deleted, only deactivated
