[SuperAdmin/ Retea organizatii VD] Create Retea Organizatii VD (Comunitatea Sunrise) Section

**Context of Need**
In order for a superadmin to manage the Sunrise Community, they would need an interface in Superadmin to do so. In the Sunrise community, organizations can publish a Public Profile (public for the network only) which illustrates their organization's details, work domains, licensed services, etc - the public profile in the NGO admin console is covered in issues #204 #205

**Need**
Create a section in the main navigation of the Superadmin console named Comunitatea Sunrise (subheading) + Rețea organizații VD (menu item) which would include two sections (marked with tabs):
- Toate organizațiile (list of all the organizations which are included in the network; **all organizations added in the "Utilizatori instituționali" section will be automatically added to the network**)
- Nomenclator domenii de activitate (a list with all the domains that organizations can select to define the activities they have expertise on. **NOTE:** these domains will also be used to illustrate the filters on the main page of the Sunrise Network, and used to cluster organizations- more details in issues #204 #205 )
