[TBD] Inconstancy on Users Counter Displayed On The 'Lista ONG-uri' Tab

**Notes**:
1. Login as Super-Admin
2. Access the 'Toate aplicatiile' page
3. Select an app and access it
4. Go to 'Lista ONG-uri' tab

**Inconstancy**:
- in the current scenario, the counter includes active and restricted users who have access to the app, as well as users with 'pending' status.
- **There are various counters throughout the application, and there are inconsistencies among them**

**Example**:
- _Utilizatori Individuali_ counter in 'Lista ONG-uri' (_/application/8/installs_) includes active/restricted and in pending users (employees only)
- _Utilizatori_ counter in 'ONG-uri' (_/organizations_) includes only active and restricted users (employees only)
