Incorrect Calculation For Counters in 'Toate Aplicatiile' page

**Preconditions**:
User must be logged as Super-Admin and navigates to the "Toate Aplicatiile" page

Numar ONG-uri Counter

**As is**:
- it displays all NGOs linked to the app

**Should be**:
- It must display all the NGOs that have access to the app -> restricted NGOs should not be included

Utilizatori Counter

- TBD: are Admins considered "users" or only the employee accounts? Should restricted users be taken into account?

**As is**:
- the counter displays only the Employee users (active and restricted) who have permission to access the app.

**Notes**:
- decisions affecting the Numar ONG-uri counter may also influence this counter.
