Pressing Enter on Dropdown Inputs Causes Page Refresh

**Preconditions:**
The user must be on the **Step 3** of the NGO registration form.

**Steps to Reproduce:**
1. Move from input to input using "TAB" key until a dropdown input is highlighted
2. Press the "ENTER" key

**Expected Results:**
2. The highlighted dropdown input displays a list of options that can be selected.

**Actual Results:**
2. The page is refreshed.
