Implement "Friends'apps" section in "All apps"

### Context

The purpose of NGO Hub is to act like a single-entry point for NGOs to diverse apps & platforms that could empower them.

Aside from having the apps developed by our team, we should also have a section of external apps that NGOs can use similarly to those already existing

### What needs to be implemented

We need to create a new type of app called “Resursa externa” that will act as the one we already have named “Website independent”. All the external apps will be added in a different section of the modul “All apps” which is “Aplicatii externe”. Basically we have to implement a tab system in this page for NGO Hub Apps and External apps aside from the new type of app.
