[Filters] Incorrect positioning of filters on small window sizes

**Preconditions:**
The user must be logged in as "Super-Admin" on the "ONG-uri" page.

**Steps to reproduce:**
Resize the browser window from 640 width to 700 width

**Expected Results:**
The filters are displayed at the same level or one under another according to window size.

**Actual Results:**
The filters are displayed at odd uneven positions.
