Description
In the current version, an employee user can't see the list of all apps in ONGHub. They can only see the list of apps they have access to.
It would be better if
Employee can see the list of all apps available in ONGHub (just like an AdminNGO can), but can't add an app on their own - AdminONG needs to add the app to the NGO and then give access to the Employee
