[UX/UI] Create a PoC for Vot la domiciu solution for people with dissabilities

In the research we have done on supporting people with dissabilities we have found over 20 solutions that could considerably help this vulnerable group. One of these solutions is Vot la Domicilu.

**Description:** Effective at-home voting could solve the problem of physical accessibility to polling stations, but the inaccessible application process can be an impediment for many immobile people. Voters who cannot travel to the polling station due to illness or disability may request a special (mobile) ballot box from the polling station closest to where they are on election day through a written request accompanied by supporting documents. On election day, a team consisting of two members of the electoral office will go to the place where the voter is, with the special ballot box and the necessary voting materials. However, the applications must be printed, completed and submitted physically, at the headquarters of the electoral office of the polling station, no later than the Saturday before the elections, together with a copy of the disability certificate. Immovable persons thus depend on someone to submit this application. This solution will digitize the mobile ballot application process. Disabled people will be able to complete an online application form and upload a scanned or photographed copy of the disability certificate. In the back office system, the heads of electoral offices will be able to approve applications and notify applicants by mail or phone (or create an account?).

**Steps to take:**
- Create your own figma file and please share it with infrastructure@code4.ro
- Remember we use [Tailwind](https://tailwindui.com/) and [Filament](https://filamentphp.com/) quite a lot. Due to limited resources we prefer to work with libraries that help us implement fast

**To remember:**
- you can either work with simple wireframes or use a free/open-source component library

- focus on happy flows and the main journey you imagine for the user in the app
- an IA diagram, some user flows, one screen, three screens, 100 screens, we welcome any contribution
