(Public) Add logos, hyperlinks and Contact page link to the Partenerii noștri footer

The Partenerii noștri footer that is displayed on all of the pages should have also have:

- the logos of the listed organizations (grayed out, then colored when hovering on them)
- Hyperlinks to the organization websites, when clicking on its logo
- When clicking on Contactați-ne, it should lead to a separate Contact page, whose creation is described in the following issue: https://github.com/code4romania/cpc/issues/19

Start by locating the Partenerii noștri footer, which is displayed on all pages, and review issue #19 for the separate Contact page work. Done means the listed organizations have grayed-out logos that become colored on hover, each logo links to its organization website, and Contactați-ne leads to the Contact page.
