[AMC & Coordonator/ Home] display alert banners for lack of activity on the Intervenții section.

If the AMC user hasn't created any intervention for more than **7 days**, an alert banner should be displayed on the Home page, as depicted here [(link to design)](https://www.figma.com/file/XRFocirDCObY8DimA0wGBr/Asistent-Medical-Comunitar?type=design&node-id=5452-17804&mode=design&t=forUC7g9aflqjDvN-4)

On the 1st of the month, if the AMC user hasn't created any intervention in the previous month, an alert banned should be displayed on the Home page to both the AMC user and the Coordonator user.
