[Grant] Add new grant - 05 Documente si note

**Feature description: user can add documents and notes**
A section where the CSO can attach documents related to the Grant, and write a personal note about the contract.

Flow:
1. Go to sidebar menu > click on 'Grants' opens 'Grant lists' page > select a Grant > go to step 5 - Add documents and notes [Figma: Documents and notes](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=3067-43000&mode=design&t=yED3dImNWgfOJNyS-4)
2. Click '[Upload documents](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=3239-41661&mode=design&t=yED3dImNWgfOJNyS-4)' button
3. Save the uploaded documents
4. Finalize Add new grant (issue https://github.com/code4romania/alex-api/issues/63)

**Actions on Add documents:**
1. User can upload documents
2. User can also download archives by clicking on 'Descarca arhiva' button **_(Figma note on how it works)_**
3. User can add notes (optional)
5. Finalize 'Add new Grant'
6. Go to the previous step 04 Plati si rapoarte (issue https://github.com/code4romania/alex-api/issues/70)
