[Grant] Add grant - ’03 Bugetul grantului’ - Editeaza & Sterge

In the table from step '03 Bugetul grantului, which contains detailes about the budget lines, we have also the action dots, with the foloowing options:
• Editează;
• Şterge.
Each of them having in fornt of the word te specific icon:


**Editează**
• The first action is the edit one. It leads to the page „Adăugare linie de buget” where you can edit all the fields in the page.
• On the layout of the page „Adăugare linie de buget” we will make a change: instead of the button „Adauga linia” we will have another button „Salvează modificări”.
• For this we will want to keep version history and last edit date.

**Şterge**
• The second action is the delete one, which will delete the budget lines. TBD comportament stergere: nu mai fisam in interfata, afisam dar taiem cu o linie...
