[Grant] Add New Grant - Adăugare linie de buget

**Feature description: A user can add a budget line on a Grant**

Flow:
1. Go to sidebar menu > click on 'Grants', opens 'Grant lists' page > click on 'Add new grant' button > '03 Bugetul grantului’ > '[Adaugă o linie de buget'](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=4939-94121&mode=design&t=2Q1mYU2bmG2ccDlA-4)
2. A new form opens - [Figma: add new budget line](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=4939-95274&mode=design&t=2Q1mYU2bmG2ccDlA-4)
Depending on what was completed in the form ['Grant details'](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=2499-39758&mode=design&t=2Q1mYU2bmG2ccDlA-4) the page configuration changes (with or without partners, with or without co-financed value);
- Situation 1: Grant with partners and co-financed value: **_Figma mock-up to be built_**
- Situation 2: Grant without partners but with co-financed value: **_Figma mock-up to be built_**
- Situation 3: Grant with partners but without co-financed value: **_Figma mock-up to be built_**
3. User needs to fill in all fields. All fields are mandatory. If mandatory fields are not completed: when user clicks the „Adauga linia” button, the border of the empty mandatory field becomes red;
4. User can save the budget line and add another one, or go to the next step of the setup.

**Actions on Add new budget line:**
1. Save - 'Adauga linia in buget' button – adds the line in the table ['Detaliere buget'](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=4726-70593&mode=design&t=2Q1mYU2bmG2ccDlA-4) from the previous page „Bugetul grantului”;
2. Cancel - 'Anuleaza' button - closes the page 'Adaugare linie de buget' and displays the previous one ['Bugetul grantului'](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=4726-70593&mode=design&t=2Q1mYU2bmG2ccDlA-4)
3. Reset - 'Resetează' button – resets all the completed fields to the initial values;
