[Grant] Add New Grant - 02 Detaliile grantului

**Feature description: A user can add the details of a Grant**

Flow:
1. Go to sidebar menu > click on 'Grants', opens 'Grant lists' page > click on 'Add new grant' button > step 2 'Grant details'
2. A new form opens: [Figma - Grant details](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=2499-39758&mode=design&t=2Q1mYU2bmG2ccDlA-4)
3. User needs to fill in all fields. All fields are mandatory, except the one labeled 'Detalii parteneriat' which is optional.
4. User can save the details and go to the next step of the setup

**Actions on Grant details:**

1. ‘Anulează’ return to [‘Listă granturi’](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=3048-49708&mode=design&t=2Q1mYU2bmG2ccDlA-4) + [behavior described for Popup with message ‘Salvezi modificările?’](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=3284-53568&mode=design&t=2Q1mYU2bmG2ccDlA-4)
2. ‘Salvează draft’ saves the details added on the page so far and returns to [‘Granturi incomplete’](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=5123-66023&mode=design&t=2Q1mYU2bmG2ccDlA-4)
3. ‘Pasul anterior’ leads to the first step of the setup > ‘01 Sponsor‘ (described in issue https://github.com/code4romania/alex-api/issues/42)
4. ‘Pasul următor’ leads to the next step of the setup > ’03 Bugetul grantului” (described in issue https://github.com/code4romania/alex-api/issues/43)
