Start with the linked TeamCity log and artifacts for the tpcc-nowait run, then read pkg/cmd/roachtest/README.md and the failure at test_runner.go:1381. Investigate the GCE BulkInsert permission error for crl-e2e-infra, using the internal investigation guide if available. Done means the cluster_creation roachtest can create the required instances and the failing configuration passes.
