Start with the roachtest README and the failure location at test_runner.go:1381, then follow the GCE provider path for the reported BulkInsert permission error. Re-run the tpcc-nowait/literal/w=1000/nodes=5/cpu=16 case if possible and confirm that cluster creation completes without the compute.instances.create failure.
