Jira issue: CRDB-61460

Review the roachtest README and the failure at test_runner.go:998, then use the linked TeamCity log and artifacts to investigate why the IBM Cloud transit-gateway lookup receives Too Many Requests. Done means the cluster_creation test no longer fails for this condition, with the relevant roachtest run providing validation.
