Description
This exists so that old-style `cockroachdb/stress` can be used (it's currently used by `pebble` in some nightlies). This code is very janky and I'd like to replace it with `bazel --runs_per_test`, which is a lot more sensible and easier to understand. However this requires removing the existing usages of `bazci merge-test-xmls`.
