Add a suitable version of [this doc](https://docs.google.com/document/d/1F35E9pOhtMlGAhKeidTyxRPaOpD3oP3DmT3cVvqVbhE/edit?tab=t.0) as a roachtest to demonstrate a scenario in which the MMA can balance load while the old allocator / store rebalancer struggles.
