Description
Roachprod instances are currently provisioned with a somewhat dated Ubuntu LTS image.
We should capitalize on https://github.com/cockroachdb/cockroach/issues/150144 to build Cloud images on newer Ubuntu releases and test CRDB with these versions.
> Note: as of today, FIPS is not yet ready for Ubuntu 24.04.
