nightly: URL Check always fails

Description
There seem to be a few thousands of errors during the `URL Check` nightly CI [target](https://teamcity.cockroachdb.com/viewType.html?buildTypeId=Cockroach_Nightlies_UrlCheckBazel&branch_Cockroach_Nightlies=%3Cdefault%3E&tab=buildTypeStatusDiv). Most of these seem `429 Too Many Requests`. I'm not sure what the benefit of this check is, but we should either fix it or remove it (it's been failing for at least 2 months continuously).
