sql: run Join Order Benchmark in CI for regression testing

We run TPCC on a nightly basis, but we should also consider using JOIN order benchmark on a regular basis to flag any regressions

Start by reviewing how the existing nightly TPCC benchmark is run in CI, then examine the linked Join Order Benchmark repository and determine how it could be integrated on a regular schedule. Done means the benchmark runs reliably in CI and exposes query-performance regressions.
