Description
The backups happening on crl-prod-kb2 are not pinned to eu-central-1 where the S3 bucket is located. This leads to excessive traffic going through the NAT gateway which is very expensive.

We need to change the backups to indicate the proper locality, to do so, DR needs to enable locality restricted backups on cloud.
