changefeedccl: strange behavior in jobs_changefeed_currently_running and changefeeds_running metrics

I'm looking at the currently running changefeeds across cloud clusters. For some reason, for most clusters jobs_changefeed_currently_running = 2 * changefeeds_running . This would imply that most clusters have exactly equal number of core and enterprise changefeeds running. This seems very suspicious and likely points to a bug in changefeeds_running.
