Description
This issue tracks the work required to add an `External Connections` tab to the DBConsole that shows all the ECs in the cluster. Further, we should add the ability to test the bandwidth to each of these external connections via a "speed test" driven by `SHOW BACKUP CONNECTION`. This will help customers test their clusters ability to read/write to and from external storage sinks.
