**Describe the problem**
CockroachDB Version: v23.1.2
The buggy behaviour is as described in this [support ticket](https://github.com/cockroachlabs/support/issues/2348):
- the user is unable to create statement diagnostics request via the console
- the console spams requests to retrieve statement diagnostics
