**Is your feature request related to a problem? Please describe.**
In Splunk we see a class of backup failure relating to users settings. In some cases, the credentials are failing. In others, a too-low GC TTL will cause backups to fail (on earlier versions of CRDB).
We want good user outcomes regardless of “fault”.
**Describe the solution you'd like**
Users to have a clear notification of backup failures, with explanation. This might be in Cloud Console, DB Console, or both, or other channels.
