Description
**Is your feature request related to a problem? Please describe.**
The CockroachDB Kubernetes Operator is not available on [Helm](https://helm.sh/docs/intro/install/). According to the CNCF 2020 Survey, it's the most popular tool for packaging apps on Kubernetes ([report](https://www.cncf.io/wp-content/uploads/2020/11/CNCF_Survey_Report_2020.pdf)).
**Describe the solution you'd like**
Similar to our older [Helm Chart](https://github.com/cockroachdb/helm-charts/), it would be ideal for customers to get the Operator and install it through Helm.
**Describe alternatives you've considered**
Our Operator is available on open-source and the Red Hat Marketplace. This builds on our growing set of channels to get it.

Research direction
Start by reviewing the older Helm Chart linked in the issue and the CockroachDB Kubernetes Operator's current open-source distribution path. Done means the Operator is packaged and installable through Helm, with the resulting channel consistent with the existing open-source and Red Hat Marketplace options.
