GCI task: Create a linter bear mini-project

There is wonderful documentation on how to create a bear.

We need to create a task description , including a long list of possible linter bears that can be created, and links to other "awesome lists" of linters. It isnt sensible to create issues for every single one of them, as the list of linters grows quicker than we could create issues.

One step in the process would be to create an issue for the linter bear, if it doesnt already exist.

Start by reviewing the existing documentation on creating a bear. Compile a task description with a broad list of possible linter bears and links to relevant awesome linter lists, then explain that individual issues should be created only when a bear does not already have one.
