### Initiative description
This initiative builds on [initiative #1797](https://github.com/cncf/toc/issues/1797), which established the problem space and initiated work on a project-agnostic specification for declaring application integration dependencies.
Its purpose is to take the resulting work—particularly the draft submitted in [PR #2241](https://github.com/cncf/toc/pull/2241)—through the CNCF white-paper process. This will include refining the scope and content, broadening community review and authorship, validating the paper’s claims and ecosystem positioning, and completing the necessary technical and editorial review.
The intended final deliverable is a published CNCF white paper incorporating appropriate material from the existing draft.
This initiative does not presume CNCF endorsement of the current Runtime Conditions spec or implementations, nor does it seek to publish PR #2241 unchanged.
Furthermore, as more work is done to publicize socialize the RCProfiles spec, including discussions with alternative specs (e.g. the [OCM Spec](https://github.com/open-component-model/ocm-spec)), the direction of the paper may change to focus more on the broader solution ecosystem.
