Description
Currently we provide several helper docs for conducting governance reviews in but we don't have a guide for conducting a technical review.
In particular now that technical reviews are to review the upstream GTR we could clarify what reviewers should be looking for in that GTR.

Start by reading the helper docs in toc_subprojects/project-reviews-subproject and review the upstream GTR referenced in the issue. Identify what technical reviewers should look for and document that review process in a guide alongside the existing governance-review material. Done means reviewers have clear guidance for assessing an upstream GTR.
