Description
In accordance with the discussion from https://github.com/cncf/toc/issues/1127 , the TOC repo needs to capture the following:
Each Fall, the TOC liaisons engage TAG Leadership to identify 1 contributor in the TAG that does outstanding work. The TOC Liaisons will work with the TAG Leadership to provide the identified contributor with a letter of appreciation for their work which includes:
* three key areas of contributions
* impact of the contributions on the TAG
* value of the contributions to the CNCF and cloud native ecosystem
The TAGGIE Award is an award issued at KubeCon+CloudNativeCon to a TAG contributor who has made meaningful contributions across multiple TAGs and groups within the CNCF. This individual has broad reach and significant impact in growing the TAG ecosystem. This award will be curated by the TOC and the CNCF staff.
This content should be added to the tags folder of the TOC repo, ideally after the "[Retirement](https://github.com/cncf/toc/tree/main/tags#retirement)" content in a new section called "recognition"

Inspect the tags folder in the TOC repository and read the existing Retirement section. Add a new recognition section after it, documenting the Individual Contributor recognition and TAGGIE Award details from this issue and the linked discussion. Done means both recognition types and their stated criteria are captured in the tags content.
