Publish techdocs repo content as Docusaurus website

This repo was originally created to provide some information about tech docs office hours. It is growing to be more than that. In particular, we're started assembling documentation. Might we consider publishing the docs via a website, possibly a subdomain of cncf.io, say techdocs.cncf.io -- as is done for contributor information at [contribute.cncf.io](https://contribute.cncf.io/)?

~We could, by this effort, validate the use of the [hugo-netlify-starter](https://github.com/cncf/hugo-netlify-starter) for small projects.~
